Julian Harris, MD
Dr. Harris leads CareAllies, a Cigna Company, and is a Fellow with the Harvard Kennedy School Healthcare Policy Program. CareAllies is an innovative population health management services company that helps providers navigate the transition to value-based care.
Prior to CareAllies, Dr. Harris served as Associate Director for Health in the White House Office of Management and Budget. As the federal government’s chief health care budget official, he oversaw $1 trillion in spending and policy for coverage programs, including Medicare, Medicaid, Marketplaces, and the CMS Innovation Center.
While serving as chief executive of the then $11 billion Medicaid program in Massachusetts, Dr. Harris led the development of a primary care-centered ACO program and built value-based payment and population health into the country’s first Medicare-Medicaid duals demonstration. He has also advised providers and investors on innovative approaches to navigating and supporting the transition to value-based payment and population health.
