Mr. Burrell has had a 30+ year career spanning senior level positions in government and in the private sector – leading both for profit and non profit organizations. The majority of his time was spent in the health care field in Chairman or CEO positions.
A particular focus of his efforts has been on the design and operation of provider incentive systems intended to slow the rise in total per capita health care spending while improving overall quality outcomes. The results have led to some surprising and counterintuitive insights.
At CareFirst, Mr. Burrell led the design and implementation of one the nation’s largest efforts at a patient centric medical home model that – over a period of eight years – cut spending increases in half compared to historical trends for both Medicare and private insured populations under age 65.
While the data and technical demands of the model were extensive and involved major investments in new capabilities, the central insight derived related to understanding the centrality of the primary care provider in overall cost control.
